Upgrade: SysEleven and STRATO

The 33rd Chaos Communication Congress is coming up, and the CCC has connected two streaming servers to the Community-IX. This has prompted the sponsors SysEleven GmbH and STRATO AG to temporarily upgrade their bandwidth from 10GE each to 2x10GE to provide enough video streaming capacity during the event.
